Karlovy Vary Region prepares property portal, wants to better manage real estate

The Karlovy Vary Region is preparing a property portal that will register and efficiently manage real estate owned by the region. At the same time, it would like to use the BIM (Building Information Model) system in the management of its real estate, which allows it to have an overview of the condition and use of the building, including its energy consumption and so on. However, the property portal should mainly unify and gather all information about the region's real estate assets in one place, according to deputy governor Dalibor Blažek (Místní). In a tender, the region chose a contractor who offered CZK 7 million for the processing of the portal, with 85 percent of the cost to be covered by a subsidy.

The Karlovy Vary Region owns hundreds of properties, but their management is the responsibility of individual departments of the regional authority. These include schools, social facilities, hospitals, but also a number of other buildings that are used by most of the region's contributory organisations. And the Property Department does not have a comprehensive overview of the condition of the buildings, Blažek points out.

"That's why we tried to bring it together in some way. The property portal should not only describe what we have, but in the future it should enable facility management, to keep an eye on occupancy, whether we have revisions everywhere, redundancy or redundancy of space, and so on. We have now received a grant and we have launched a competition, which has attracted two applicants," Blažek said.

However, the implementation seems to be delayed by the appeal of one of the bidders against the result of the tender for the contractor.

According to Blažek, the region would like to start the implementation in the second half of this year. As he pointed out, it is a rather robust computer system, which the office staff will have to learn to work with. Even filling it with data won't be easy, Blazek said, because it will be extra work for officials. Thus, he estimated that building data will take about a year to be filled into the system.
